Returns the mandate, like GET /v2/mandates/{resourceId}, with its status read live from the bank. When the mandate was created at the bank and approved, the bank's GET /mandates/{resourceId}/status is called and the status and reason are saved. If the bank cannot be reached, the saved status is returned.
